Most people try to forgive as a decision. You decide, and underneath the decision, nothing has moved. This is the process I walk people through when there's someone they still haven't forgiven. Six steps, in order. None of them can be skipped.

Why a process, and not a decision
Forgiveness that comes from the head, sitting on top of everything unfelt underneath it, doesn't last. The charge is still there. It just goes quiet for a while.
Real forgiveness is what happens when the charge has actually moved. There's nothing left holding it in place. It doesn't require the other person to deserve it, know about it, or be present for it.
That's where the six steps come from. Identify the pattern and trace it to where you were hurt. Acknowledge what actually happened and what it cost you. Express what's been held inside. Be witnessed, because the wound was created in relationship and heals in relationship. Then forgiveness arrives on its own, and what settles after it is release. That space doesn't stay empty. It becomes available for something else.
